It is on these Shaukiwan Lots that Dwelling Houses for the unusually large Native Staff, which must be retained if the current work of the Yard is to be satisfactorily overtaken, are now being erected. Without a sure and sufficient labour supply, there can be no real efficiency; and without complete housing accommodation on the premises, that supply can never be assured.

6. These Shaukiwan Lots also constitute the only direction in which the Works can be extended, should extension become necessary during the currency of the Leases under which the remainder of the Property is held. With this possibility in view, we have arranged with the Hong Kong Authorities not only for the right of using the ground for other purposes than Native Quarters, but for the right of purchase of all roads and lanes thereon, the main road alone excepted.

It will be within the recollection of your Lordship's Department that in the Autumn of 1900, when the Hong Kong Authorities had intimated their inability to grant a longer term than 99 years for the extension to Quarry Bay Marine Lot 2, and, again, in the Autumn of 1901, when circumstances necessitated a change from the original site selected for the Dry Dock on Quarry Bay Marine Lot 2 and its extension to one situated between Quarry Bay Marine Lot 3 and Quarry Bay Inland Lot 6, we appealed
